We are recruiting for an exciting leadership opportunity at the University of Miami as Vice President, Facilities Operations and Planning UHealth.
UHealth, the University of Miami’s healthcare delivery system, is the only comprehensive academic health system in South Florida, and includes three hospitals, more than 30 outpatient facilities in Miami-Dade, Broward, Palm Beach, and Collier counties, with more than 1,200 physician and scientist faculty of the Miller School of Medicine. This is a time of great change and opportunity for UHealth. CEO and Executive Vice President, Dr. Edward Abraham, is building a new team for the organization. As part of this effort, UHealth is conducting a national search for a Vice President of Facilities, Operations and Planning (“VP”). The VP of Facilities, Operations and Planning for the U Health System will lead and administer the related functions for the Miller School of Medicine and hospital system in alignment with the strategies and operational needs of U Health’s senior leadership team.
Reporting directly to the COO of the Health System with a dotted line to the VP of Facilities, Operation and Planning for the University, this position has accountability for effectively leading key Medical Campus and Ambulatory/Clinical facility functions including: Real Estate, Campus Planning, Space Planning, Design, Construction, Replacement and Renewal (R&R), and Facilities & Operations. The Medical Campus is comprised of 22 buildings and 3,081,000 SQ FT of Clinical, Office, and Research and three hospital facilities. Additional facilities are located as Ambulatory and Clinical sites throughout South Florida. The VP will support the vision, strategic plan, and operating objectives of the UHealth System and Miller School of Medicine, including strategic growth initiatives. This individual will provide expertise and guidance to the UHealth leadership team including the CEO, Dean of the Miller School of Medicine, Chief Operating Officer, Chief Financial Officer, and hospital/ambulatory facility-based CEOs and CAOs, clinical faculty, and the UHealth Board in support of patient care, safety, financial, research, and customer service objectives.
CORE JOB FUNCTIONS
Provides strategic vision, leadership, coordination and administrative oversight to the medical campus departments of Real Estate, Medical Campus Planning, Design, Construction, and Facilities & Operations. Administers the budgets for these areas, and establishes and implements short and long-range goals, objectives, and strategic plans. Responsible for the overall performance of more than 75 U Health employees and subcontracted vendors, and is responsible for the negotiation and implementation of contracts in excess of $40M annually with various independent vendors Ensures positive and productive relationships with community leaders, external organizations, medical students, and other stakeholders. Markets health system owned properties held for re-sale, manages and/or disposes of properties, buys strategic properties, and manages all leases for the medical campus. Responsible for developing, and maximizing the value of all health system owned and operated real estate. Responsible for developing master plans for all medical buildings and oversees development regulations affecting future medical campus development such as zoning, land use, etc., including special studies and reports in support of development. Manages design and construction of new facilities as well as maintenance of all medical facilities at the Medical Campus to include ambulatory/clinical sites and offsite locations. Analyzes, evaluates, and develops real estate venture strategies using appropriate market assessment and financial techniques and forecasting resources and tools. Responsible for the implementation of the strategies. Acquires and/or provides support for special real estate projects, including due diligence, ranging from market value assessment to marketing strategy development and pricing strategies for such diverse projects as: multi-million dollar sales of raw land or under-developed properties; analyzing lease vs. buy decisions; and structuring offers. Negotiates and supervises the administration of contracts such as service contracts, contracts for capital projects, for leases, sales, and purchases of real estate as well as disposition of donated assets. Guides medical campus-planning activities, ensuring compliance with applicable local and state regulations. Reviews issues of regulatory nature affecting development, recommends and coordinates initiatives to maximize development potential of medical campus properties and leaseholds. Ensures proper planning, execution, operations, and full property maintenance of hospital and medical school infrastructure to serve patient needs, including chilled water, water, sewer and storm drainage, as well as other utilities, in the most cost effective manner. Manages and implements the capital program encompassing the design, construction documents, permitting, competitive and/or negotiated bidding, and construction of campus facilities in compliance with UM building standards and policies. Develops budget and 5-year plan for R&R projects based upon facility and infrastructure priorities and independent assessment. Seeks feedback from stakeholders within the U Health system including medical students, faculty, staff, and patients to ensure facilities meet expectations. Supervises real estate record keeping and reporting to the U Health Board as requested. Ensure Facilities staff is educated and knowledgeable about current codes and regulations with all Agencies Having Jurisdiction (AHJ) requirements (AHCA, OSHA, Joint Commission, etc.) and with internal compliance, policies, and procedures. Lead the Joint Commission/CMS Survey experience at the Hospital level. Fully knowledgeable of activities necessary to produce a state of perpetual readiness and compliance. Ensures building systems and equipment are maintained in accordance with Joint Commission, Environment of Care (EOC), Utilities Management and Life Safety standards as well as all other applicable State/Federal/Local regulatory requirements. Ensure compliance with all Agencies Having Jurisdiction (AHJ’s) including OSHA, fire codes, city ordinances, etc. Works in partnership with the operations team in coordinating with OEM in regards to preparation and response to crisis and severe weather events. Ensures internal control oversight and compliance with regulatory compliance (such as AHCA and TJC) laws and regulations, safeguarding of assets, compliance with University policies and procedures, reliability of internal and external reporting, and efficiency and effectiveness of operations. Creates an effective control environment, conducts risk assessment, implements and monitors controls.
Master’s degree in relevant field required
Minimum of 15 years of experience in real estate, facilities design, construction and administration, with a least five years in a related senior leadership position in a healthcare system, preferably as a sitting incumbent in a comparable role
